i would get a ruger 10/22. it's a semi auto and is the most popular .22 rifle. there is countless upgrades and if as reliable as they come. you can spend any where from about $200 to ?? there are many different models. mine is the stamdard version and i shoot it more than any other gun i own.

While I like shooting my 10/22s, I think a bolt action .22LR is his best bet if the purpose is plinking and hunting. Starting with a bolt action will make you a better shot. That's because you learn to make the 1st shot count. You can't simply pull the trigger again if your aim is off-you have to cycle the action.
