Heck thats nuthin i shot a .113 inch 5 shot group at 250 yrds with a .50 cal

i know 12-13 year old girls around here who hunt with 30-30 and 243.

a 223 shouldn't be any problem for a kid that age, provided they are used to shooting and unafraid of firearms.

i'd go with the mini.....awesome first (real) gun imo!

My concern is stock size. I dont know how big she is so it is hard to recommend anything with a standard stock. A rifle with an adjustable stock that is light on recoil would be my choice. A mini can be had with an adjustable stock or simply get a drop in so it can be changed back later. AK or AR are also options. My wife is 5'2" and she likes the adjustable stock on her M&P15-22 and the AR. My grandson at 11 wanted a 223 bolt action so I got him a Savage 10 with accutrigger. He was shooting sub moa from the bench with it with my hand loads. I bought an unfinished stock from Boyds for my wife's bolt action rifle and shortened it.

How big a girl is she? That is going to be your first consideration. Full grown, or dainty? Then perhaps look at some of the youth model rifles. The Mini 14 is a really good choice for a starter gun, depending on what she might be shooting with it. You can always cut the stock down for her, and then if she outgrows it, replace it with a composite stock later. Along that line, a Mini-30 would be a good choice also, because she could hunt deer size animals with it, and the ammo is plentiful and inexpensive.
