Best bolt .308 under $400??
I want good reliability, Long range, about 1 MOA or under

Out to what range? 400 is not much for a long range gun

91/30 Mosin Nagant reliable, accuracy depends on which one you pick, you can throw a scope on it or not, trigger isn't awesome but it way under $400.
308 win (7.62X51)
Mosin Nagant (7.62X54R)
It's not a model 700 or anything like that but people have shot out to 1000 yards with them. But like I said it depends on which one you pick and the condition.

Take a look at the Marlin XS7. Great rifle for the money.

i had one in 30-06, shot very accurate with handloaded ammo, but was a bitch on recoil. if you want one for hunting, good choice, for shooting targets and lots of shooting, not a good choice IMO. now i have three Marlin X7's and they handle the recoil much better. also check out the Savage Axis line of rifles, either of these are better at the recoil than the Mossberg.
