Howas make the Weatherby Vanguard series rifles, which is what I have in a 223 for severe weather conditions, and it hasn't failed me yet. I do prefer the Monte Carlo stocks on the Weatherbys for fit. The rifle functions flawlessly.
If you want a better rifle, look into the Tikkas and the CZ's for a medium price range gun.

Default How About A Winchester?

There are a lot of fine rifles out there including the Howa, Weatherby, and CZ but IMHO the Winchester model 70 is about the best bolt rifle ever so I would give that a close look.

Blaser = perfection (I am currently too cheap and broke to own one---but we can dream)

Sako (Sack-o) of Finland, not Seiko (Say-ko) of Japan.

At least it's not like telling you to buy a Man licker ( Manlicher).

Best kill for the money would be a Howa. Any case buy a rifle you will feel at ease shooting a lot.
