Maybe it has the wrong bases on it. The screw holes in some model of basses will line up for the Savage Rifles but if they are not for the correct model you can run into this problem. I do not know what kind of scope it is but also a person can damage the adjustments from trying to cause them to over travel. A Leupold for example can turn and turn it just wont do anything when they get to the end of their adjustments. But some scopes can be damaged by forcing the adjustments. Maybe that is what the previous owner has done so that is why I asked what type scope it was. Obviously the 16 is a little much if a fixed power. But as stated with that much of a discrepancy it is one of the two mentioned reasons. That is also a lot of shimming at 50 yards?

Yeah the front base seems jacked since part of it comes back over where the bolt is and you have to angle the rounds downward first when putting them in to get past the base

You have a Chinese scope made at slave factory 127. You can get a Sightron SII Big sky that will do everything you want. Get a 10 MOA base and a 3-12. A man sized target at 700 yards is possible. I use a Sightron 3-12x42mmAO on my HowaHB. 400 yards is a piece of cake on milk jugs. I've given up 700 yard for now.

The scope is way to short for the action. It looks like you have Weaver bases. Warne rings are awesome! You need a scope that fits the rifle. Here is my Savage 110.

If they are weaver rings, are they okay to keep or should I get new ones along with bases which is a guarantee

I have a bore sighter I use for sighting in,if you don't have a bore sighter or having problems bore sighting?
Move your target closer 20 yards,take the bolt out and sight through your scope,now look through your barrel you can actually see the POI through the barrel and the POA (Point of aim) through the scope.
We've used this technique at 100 yd targets with a very accurate starting point for zeroing a scope with minimal ammunition needed.
As others have said check your scope mounts,if the scope will not zero in at a 100 yards I would suspect a problem with the scope,if the mounts are correct and tight.

It looks like you have an swfa super sniper scope. There's nothing wrong with that scope for that rifle. I had a 10x fixed super sniper before I upgraded. Even with that scope I was making up to 1000 yard shots with my 308. I used a 20 moa Egw base and it had plenty of travel in the turrets for adjustments. 50 yards is a little close to zero a 308. Pick up a 20 moa base, zero at 100 and enjoy your rifle
