actually it is. they are made on the exact same production line in every way. the government m9 gets a stamp "US Property" the civilian sales models do not since the government isnt owning them, thats the only difference. oh and the government guns dont get shipped with a nice hardcase. ill take the case and non-fed stamping.
the 92fs is a different gun than the m9a1 and the m9 is different than the m9a1. mostly its cosmetic but there are some subtle differences like checkering bevelled magwells and rails.
the 92fs and m9 arent the same thing.
