After reading the article it sounds like its reasonable solution to a sticky problem due to the time constraints. Im not happy there is even a permit proccess but i understand their point of rule making to fit within the law they wrote.

If walker doesnt do the right thing in 150 days its the time he will be facing his recall fight and he better not piss the people off who elected him.
