Now as for the erratic behavior the guy was displaying I would have made sure when the police were called to include the threats he made in store and the behavior he was displaying as he was obviously EDP then I bet the response would have been different.
If the guy stuck around and wasn't a hit and run, nowadays you just exchange insurance information and call your insurance company, they will handle everything else...oh and take pics with your cell phone.

Even if I had been carrying, I would have contacted LE. What I would have done differently is this:

I would have had security go with me and the other witness to speak with the LEO on scene as to what had occurred inside and out side of the store.

i think that it is a safe assumption that the officer on scene did not have the full story of the incident(s). Somebody should have informed her of the situation once she was on scene. Aside from that, you handled it in much the same way I would have.

The man causing the problems was taken to the hospital. Odds are he was having a reaction to meds or lack of meds. My PU got t- boned by a woman that blew through a stop light. She was so spaced out she did not even know her air bag had gone off. She never even touched her brakes. We called the police and some deputy sheriffs showed up and started clearing traffic. They told all the witnesses to move their vehicles and clear the area. I did manage to get a couple names and numbers. They even wanted me to move my truck so I told them it was dead. When the police arrived along with the paramedics and the ambulance there were no witnesses left on the scene. The cops were not too happy with the deputies. I keep wondering if they knew the woman that hit me. Now that was incompetent.

My personal opinion is he is a thug, a threat to society, waste him if he threatens.
