Florida and Utah, I believe, both issue non-resident permits. Whether your state recognizes it is a matter of it's laws. Most states, however, will not recognize a resident's, non-resident permit issued by another state. For example New Jersey, my state of residence, will not allow me to carry with a FL permit but neighboring PA and DE along with 37 other states will.
