The two are indeed similar in diameter but with the same bullet weight the muzzle velocity of the 9mm will exceed that of the .38 by at least 200fps (making it over 20% faster). That is not an insignificant difference and is only magnified by the difference in barrel length between a full size service pistol and a snub nose revolver.
