Tube sock/bar of soap. Legal in all states. For most effective deployment,I recommend the large bath size Ivory soap bar. Insert soap into toe of tube sock,hold from other end,swing hard,sock it to bad guy. Should be able to be carried in purse,cocked and locked, unless she is carrying a small "cocktail party" purse. Non lethal, but should make them reconsider their options. Good Luck.

When i was growing up my dad always told me a hammer or a big mag-light is legal no matter where you go or what your doing.

Nope, tube socks and soap is concidered a "blackjack" and is illegal in Massachusetts. So are axe handles, etc etc.
From the state statutes, I have concluded that you are not allowed to defend yourself, your family, or your property... That is why I moved 6 years ago.
