In response to "What is a bali?" Probably referring to a Balisong, or Butterfly Knife. Very small knife, carried by butterflies in their hip pockets.

Sorry, could not pass that up. A butterfly knife has divided handles, attached to blade with pivot pins, handles fold up to cover blade, or fold back 180 to open, and then lock together. Believe name is Philipino in origin. Opens REAL fast if you know what you are doing with one.

If you decide on a folder, my vote is for the Kershaw Leek. It's illegal in some states because of the assisted opening feature, but it feels good in my hand, opens quickly, and has a clip to keep it on your belt or pocket edge. Overall length of 4" folded and a 3" blade.

For your price range I would go with a Spyderco Endura 4. Its around $50 and has VG 10 steel which is a great price for a great knife. The blade is a bout 4" and it deploys plenty fast. Heres mine:
