Default FL & MI Conceal License

My father in law is a MI resident, and part time FL resident (snow bird) with both MI and FL driver licenses. MI has maximum reciprocity.

Is he eligible for for a FL conceal license? What is involved for a FL license? Seems to me I remember reading something about non resident conceal license. Is there any difference between resident v non resident.

I told him to get both
