It is not a 'requirement' with a double action revolver. Many carry them in their pockets or purses with out a holster. I don't advise this, BUT this is 'safe' compared to carrying a Glock, or any other handgun which requires only a very short moment of the trigger to fire, the same as any single action handgun 'cocked' and 'unlocked' (no active safety applied).
