some do. where i live it's pretty rural and if i relied upon 911, it might not end well for us. it could be anywhere from 15-30 minutes before deputies arrive if i call 911. depending on where they are and what they are involved in if we called 911.

with that time span, and if we weren't armed, that is a lot of time for a BG to lots of harm to us.

There is case law (I can't find it right now) that states the police have no duty to save you.
