We have a Yorkie Pomeranian mix that works as a great alarm.

Pepper spray followed up by a bat or a knife or other weapon of opportunity could do the trick. Pepper spray only buys some time and puts the bad guy at a reduced fighting capacity. It is not a definitive stopper. So if she is not comfortable shooting someone I hope she can get comfortable breaking bone or cutting tissue up close and personal. When I put it like that to my wife she decided she would prefer a gun.
