Have you considered overthrowing the Kali government?


But seriously, if not the personal tazer or two (idea is to taze and run/lock out), what about a .410 shotgun with some buckshot? I assume a larger shotgun with less-lethal ammo would be too much recoil for her? If not, i would look for a coach gun for her and some CS spray-infused beanbag rounds, though one of the officers who knows a CO might have better ammo recommendations.

They also sell pepper spray paintball ammo, but it is VERY expensive.

Does she have a scary or a barky dog already? If not, the pound probably has a spare whose company she might enjoy.

I forgot, when my paternal grandma got pretty old, she traded me her snubby .38 for an airhorn. She didn't like the heaby trigger on the snubby, was impressed by the airhorn, and had a .25 for backup.

Maybe a home alarm system with a remote panic button and a loud siren with flashy lights that would alert any neighbors and scare the problem people...or a really LOUD airhorn.

Go for the two shot OC pepper. As you noted, drawback of Taser is that it IS a single shot. The "small fire extinguisher sized" OC spray (for bears, yetis, and rhinocerwurst) is pretty awkward to carry-

You can get her the close range tazer, it looks like a cell phone and if a BG comes up to her she can just zap em. The thing is, any of these non leathal devices still give the perp a chance of gathering him/herself to go on the attack again except for bear spray. Yappy dogs are great ideas like stated before.

This is also something you can make yourself for a fraction of the price shown on the link, I know you're a handy guy...

The Life Alert thing might be good too, not sure about how effective it actually is but it seems simple enough...

If you're not afraid to run a little wire, basic glass breaks and motion detectors with a siren will at least make a whole lotta noise on the cheap...
