I have to agree if they couldn't figure out who

it was, it probably saves paperwork not to charge the guy.

I have a creepy feeling if he'd stuck around, they'd have

grabbed him, under some BS pretense or other.

I live in Cincinnati - I can practically guarantee that your intuition is right. He would have been charged if he had no permit, and one wonders what made him not seek a permit in the first place.
