Getting officers qualified is a real challenge these days. When I first started in LE, people who were attracted to LE as a career were generally "gun people". Now it is a job for "everyone". All sorts of touchy feely people who have never even fired a gun get in. We have been actually "upping" the standards for the last couple of years. 70% is now failing. One must score at least 75%. Next year it goes to 80%.
Officers who fail are relieved of duty til they can pass. LEO's have thus far passed on their second attempt, but our Corrections officers are another story. About 15% are now on permanent "no carry" status.

Great. Texas people tend to be more serious about "gettin' it right" in general. Vincine said the crime capitals are St Louis and Detroit, but at least they allow citizens to defend themselves. But NYC and Chicago leave people as sitting ducks.

This is true, but in NYC it's their choice. I don't know about Chicago.

On the NYPD entrance exam it is actually possible to score more than 100% ..... bonus points are awarded for,
1. have a previous relative in the NYPD
2. being a minority
3. living within city limits
... and more
as if any of those would make one a better LEO  Years ago there was an expose on a NYPD beat cop who was so overweight he was issued a cart to make his patrol rounds. There was a huge outcry to demand that LEO and fireman maintain a minimum level of fitness to perform their duties. Needless to say the unions squawked and balked about this to the high heavens

This is just what one might expect from NYC. Nepotism, affirmative action gone wild, but there are good reasons to have officers "tied" to the community. They tend to care more about what happens in "their" city.

The only problem with that is the NYPD lowered it's standards for acceptance to get those who were tied to the community. What they got were drug dealers and criminals mixed into thier ranks who now could operate with impunity because they had a badge
I agree with the idea in principal, but in practice it was and has been disastrous for NYC  A high school graduate should be competent enough to pass a civil service exam ... if they are not than they are most certainly not competent to be a civil servant

My county/cities offer subsidized home loans in specific low income areas to attract teachers and police to live in the areas they work. It seems like a better idea because it doesn't lower qualifications it just offers incentives for those willing to live where they work if it's a less than desirable area.

They do a similar thing where I live, but for a different reason. People with those jobs can't afford to live here.
