Soo, the parent wasn't watching her child properly,

then wouldn't do what a total stranger did, to save

her.

What the Alberta woman did was laudable, DON'T

get me wrong here.

BUT WTH has happened to parenting, these days?

That thought crossed my mind, too. Who the heck knows?

The child stepped on a cracked manhole cover, falling into the septic. The mother was apparently right there to scream for help as the child was under for only 4 minutes, which included time for rescuers to respond, find the child and pull her out. I don't feel the mother was negligent. Sometimes things just happen! My youngest son fell and broke his arm at the age of 2. I was standing right next to him when it happened. I couldn't neither have foreseen nor prevented the fall. I dare anyone here to call me a negligent mother.
