What is the best economical .357 ammo to use for practice at the range?

Remington-UMC or Winchester white box. You might look at the aluminum cased Blazers if you don't want the cases to reload. I've pretty much stopped buying factory ammo since I started reloading.

I always use the Winchester white box ammo. My local indoor ranges will not let you shoot the blazer ammo.

Why not? Is it just the aluminum cased Blazer or Blazer Brass cased too?

Yes...it's because of the aluminum cases. I guess some people might not know the difference (they should) between aluminum and brass. If they say NO to all then there is no questions to have to answer.

It would be hard to mistake the two.
I shoot quite a bit of the brass cased Blazer in my Kimber 1911. I've shot some of the aluminum Blazer in a .357, didn't like it a bit. Big hunks of the case mouth would break off.

What kind of gun, make/model. Some revolvers chambered in .357 will not hold up to a steady diet of magnum ammo. The Smith and Wesson K-frames, comparable Tauruses and Colt Pythons will need work after about 500 rounds of Magnum ammo. For practice shoot specials and a little magnum (Winchester white box is good).
