I could compare it to all calibers. They may not look remotely equal. But what is the task that any selected round is being asked to do?
For fun and economic practice and marksmanship building, as well as matches, a .22 is probably king.
For combat, something thta is reliable, easy to reload, and get follow up shots may be superior. (All handguns actually suck in this role, and a rifle is better.)
For practical shooting matches, something that makes the power requirements, but doesn't have excessive recoil may be prefered.
For hunting, it may depend on the game. A .22 is still better for small stuff, where you want to preserve meat or hides, while a large bore Magnum may be prefered for dangerous animals, or animals with thick bones that need a heavy bullet to guarantee adequate penetration. Think .44 as being a minimum.
