I have a RG Model 31 snubnose in 32 S&W Long Caliber. I would like to reduce the recoil. Can I just use the 32 S&W cartridge instead of the 32 S&W Long Cratridge?

A .32 S&W Long out of a short barrel offers very little power. I can not imagine a 98 grn. .32 Long creating that much recoil? And yes you can fire the .32 S&W for even less power in your short barreled handgun. Also consider those budget handguns usually have too much cylinder gap and gas loss is high as well.
