I would bet that a 14 yr old OC'ing pretty much anywhere would at the very least draw some very close scrutiny from the local LEO. I don't know if it would be legal or not in UT for a 14 yr old to OC (or even carry at all). I believe at that age they have to be at least accompanied by an adult.
Now, which side of southern Utah are you wanting to move to? In SW Utah, you have a lot of "snowbirds" and land values are pretty high. It is close access to Vegas and the NW corner of Arizona. In the SE corner of Utah (4-corners area), land values are much lower and you would be more likely to be able to find a place where you could literally shoot right in your backyard. It is also close to 5 national or state parks. Worst part of the 4-corners area is the lack of jobs that pay enough to support a family. Much better hunting and outdoor recreation opportunities though. Also, not as hot in the summer as in SW corner of the state.
