Depends what you call a Budget pistol price to be.

S&W Sigma are pretty inexpensive. Around 300 bucks.
Bersa Thunder 40's are around 425
There's a few Taurus pistols that are around 375-425-ish.
Then again toy might look around for a used pistol can get a pretty nice one and save a little green.

Been a lot of talk about the EAA Witness lately. Ive never fired one but heard good reviews. I think they go for around $350

S&W SD40VE. You can get it new at about 300. Two 14 round mags. It's my home defense/throw away gun. Didn't spend to much, but it has a rail for my streamlight, so I'm happy.

Years ago I realized that I was carrying around a Colt Officer's ACP that I had a lot of money invested in, and that I would just cry if it got lost, stolen, or confiscated. So I looked around, and bought whay was the first of the compact .40 calibers -- a Firestar. Although different internally, the controls are the same as a 1911. I liked it so much I bought a second one as backup. These are great little pistols, and generally under-rated by those who haven't fired on. Although they haven't been made in years, a used one is not hard to find. I cannot recommend them highly enough for a budget .40 caliber.

Mine is a few year old sw40ve with some trigger work. Today it would be a sd40ve with a apex kit. Price just over 300 dollars with kit.

Stoeger cougars are nice as well as concealable if need be while still taking a full size magazine and fairly inexpensive
