What's your purpose in using this gun? All around best handgun for $400 IMO would be the sr series in ruger. You can find sr 9 or 40 concealed carry for used 375-400. They come with 10 round or you can use 17 round mag to make it basically full size pistol. My favorite gun is the lc9. But you cannot go wrong with a p95, wowwww those things feel so smooth. That gun has felt the best of any gun I've ever shot but they are extremely bulky.

I had that mpa with red dot and I could hit a 3 inch plate at 20 yards with ease! I actually hit it first try. Got a steal on it $350

Under $300?
Proven military track record?
9mm?
Look at the Argentine clone of the Hi-Power.

I carried a kahr cm9 for a while in the pocket. That's what I would recommend for someone on a budget that wants a 9mm that's still easy to conceal

I have a P95. They are good guns. Mine has been very reliable. I carry it once in a while. I have a bunch of guns. It is on the larger side of the carry type. But it is very do-able. I would buy mine again.
