What constitutes a firearm being called tactical?

if your gun has a rail and you actually hang devices on it i guess thats tactical.

not sure what advantage you get from making the gun heavier than how it came out of the box.

I personally feel a light enhances the abilities of a handgun. It allows the user to identify the target and not accidentally end the life of a loved one who got up for a glass of water in the middle of the night. I also believe magazines of higher capacities (not those 10 round restricted dealios) increases the weapons abilities. Low glare finishes may attribute to tactical status as highly reflective and flashy surfaces can give you away... With all that said I don't know that many people, if anyone, has any real need for the tacticool handcannons but to each his own.. I kinda like em... but I also have a string appreciation for the beauty of such weapons as the 1911 and classic High Powers... Again, each user has their own bucket of needs and wants...
