Mine say "made in Italy" as well for my 9mm cougar. Next time I go to the shooting range/gun store I'll try the beretta mags out.

the general shape and size of the Cougar frame looks like the familiar Beretta counterpart. It would be worth a try. If they slide in and lock in place, and feed the ammo as needed, go for it. The mags for my .40 cal Cougar are also marked as made in Italy, so I'd be OK with trying Beretta mags if I get to where I need to buy some.
