Background check is $10 here in Oregon. Fee goes to state, or Oregon State Police, or whatever.

In this case.. im unlucky. But i love nevada. Lower tax than ca, no speed or red light cameras, free parking and etc.

Do you have your heart set on a semi-auto? If I had it to do over again, I'd go with a wheelgun (revolver). Basic, simple operation and if you can master that, especially shooting in DA, (double action) you're way ahead of the curve when you get that semi-auto. Caliber and make/model is a personal choice, handle some and see how they fit you...just my .02
