The way your question is written means that you want to know who has the best possible handgun assemblers on staff and there's no way to know that unless you include custom makers.

As civilian consumers don't you think that our wants & needs for our handguns is somewhat different than Law Enforcement & the Military. For example, I don't think there are too many individuals in either groups that are concerned about wearing their guns in an IWB holster..
