.40 S&W has slightly snappier felt recoil, IMO. 9mm is extremely pleasant to shoot.
When (if) prices return to normal, 9mm ammo will be quite a bit cheaper than .40. For shooters on a budget, 9mm (in normal times) can only be beat by rimfire calibers, which are usually not adequate for defensive purposes.
I personally believe ammo prices WILL return to normal (ish) at some point. That said, .40 S&W is a good caliber, but 9mm might be better suited for you because of the budget concerns.
For what it's worth, current prices at my local range for a box of 50 of target ammo is $18 for 9mm and (I believe) $25 for .40 S&W.
