Yes you can. There are also some 5 round en-blocs out there, a little hard to come by, but they do exist.

A stripper clip by definition is not a magazine. But, I'm not sure it matters according to the SAFE act. I don't have the wording in front of me, but I believe it states that the seven round limit applies to clips and/or magazines.

They probably added both terms just because none of the people writing the bill had a clue what the difference is.

The "safe" act refers to "feed strips", not stripper clips. Feed strips were used on Japanese machine guns of WWII and they fed rounds directly into the action.
