Requires owners of firearms to obtain liability insurance in an amount not less than one million dollars.

AN ACT to amend the insurance law, in relation to requiring owners of
firearms to obtain liability insurance
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM
BLY, DO ENACT AS FOLLOWS:
Section 1. The insurance law is amended by adding a new section 2353
to read as follows:
S 2353. FIREARM OWNERS INSURANCE POLICIES. 1. ANY PERSON IN THIS
STATE WHO SHALL OWN A FIREARM SHALL, PRIOR TO SUCH OWNERSHIP, OBTAIN AND
CONTINUOUSLY MAINTAIN A POLICY OF LIABILITY INSURANCE IN AN AMOUNT NOT
LESS THAN ONE MILLION DOLLARS SPECIFICALLY COVERING ANY DAMAGES RESULT
ING FROM ANY NEGLIGENT OR WILLFUL ACTS INVOLVING THE USE OF SUCH FIREARM
WHILE IT IS OWNED BY SUCH PERSON. FAILURE TO MAINTAIN SUCH INSURANCE
SHALL RESULT IN THE IMMEDIATE REVOCATION OF SUCH OWNER'S REGISTRATION,
LICENSE AND ANY OTHER PRIVILEGE TO OWN SUCH FIREARM.
2. FOR PURPOSES OF THIS SECTION, A PERSON SHALL BE DEEMED TO BE THE
OWNER OF A FIREARM IF SUCH FIREARM IS LOST OR STOLEN UNTIL SUCH LOSS OR
THEFT IS REPORTED TO THE POLICE DEPARTMENT OR SHERIFF WHICH HAS JURIS
DICTION IN THE COUNTY, TOWN, CITY OR VILLAGE IN WHICH SUCH OWNER
RESIDES.
3. ANY PERSON WHO OWNS A FIREARM ON THE EFFECTIVE DATE OF THIS SECTION
SHALL OBTAIN THE INSURANCE REQUIRED BY THIS SECTION WITHIN THIRTY DAYS
OF SUCH EFFECTIVE DATE.
4. THE PROVISIONS OF THIS SECTION SHALL NOT APPLY TO ANY PEACE OFFICER
WHO IS AUTHORIZED TO CARRY A FIREARM.
5. THE DEPARTMENT IS HEREBY AUTHORIZED AND DIRECTED TO PROMULGATE
RULES AND REGULATIONS NECESSARY TO CARRY OUT THE PROVISIONS OF THIS
SECTION.
S 2. This act shall take effect on the ninetieth day after it shall
have become a law, provided, however, that effective immediately, the
addition, amendment and/or repeal of any rule or regulation necessary
for the implementation of this act on its effective date is authorized
to be made and completed on or before such date.
EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets
[ ] is old law to be omitted.

Sounds like a good way to make it harder for the poor to legally own a firearm. Its not a tax, just a requirement. Between the insurance, a safe, and what ever else they dream up, they can make it so that the only people that would be legal would be the wealthy.

Its called divide and conquer! The more they can separate us from each other, the less we will rally together against them. That probably works OK in the Big City but in the outlying areas, we dont separate that easily!

Heres a little factoid to mull on- In 2011, the percentage of overall deaths that were the result of falling off things like rocks and ladders was 1 percent, or nearly three times the percentage of deaths that were gun-related: 26,631 versus 8,583.

Looks like The Albanizers need to check the insurance status on those that own Ladders and rocks not guns...

With the NYPD shooting bystanders, seems to me that they ought to not be waivered.

Well, there's your problem.
Apparently it's the Bill of Privileges in NY state.

It's real simple, If you can't apply a similar burden or restriction to the other amendments, then you can't do it to the 2nd. Does one need insurance to exercise any other rights? Religion insurance? In case you offend muslims and a riot breaks out? Speech insurance, in case you offend homosexuals and a gay pride parade breaks out?

for a long time I believed that right would prevail, that the constitution meant something. BUT what we have are people willing to sacrifice honor, duty and the rights off every citizen for power. They have banded together to annul our rights, willfully and knowingly, without shame or remorse.

For anyone who does not know, this is the same "butt-ring" that brought the idea that we cannot walk and listen to a personnel music device or cell phone while crossing a street. Check out some of the laws this guy has proposed or managed to get passed. HE is the Mayor Bloomburg of the NYS legislature...
