Effectively maybe 25-30 yards.
Back when the outdoor range was still running here me and a buddy always ended our range day shooting at the ram silhouettes that were 240 yards out. After walking the shots in for the first 2 mags the third mag was mostly hits but that was from a rest and very very slow shooting. That was with my CZ-85 but I doubt I could do it with any of the pistols I own now.

1911 50 yards is about max. But I have a 44 Mag Super Blackhawk with a 7 1/2 inch barrel. I have iron sights on it. I can consistantly hit a paper plate at 65 yards. If we are talking 24 inch x 24 inch I could easily push out to 100. That is of course sitting at a table and resting on my shooting bag.

50 yards with a pistol unless I use one of scoped pistols then 100 yards easy.

Since you made no restrictions on the handgun......
I have a S&W Mod 386 XL Hunter - 6" barrel, .357mag - and I scoped it with a Simmons 4X32 ProHunter pistol scope.

With this rig, I can say with confidence that I can do this at 100yards.

With another pistol, say an unscoped 1911.
Maybe 50-60 yards.

Default I don't know anymore...

This was done with my normal carry gun, an H&K USPc 40. I shot it at 25 yards on a marked range with factory SXT 165 grain ammunition. According to my records, I fired that in May of 2011. That is my minimal standard for a constant carry pistol.

The U. S. Army and Marine Corps thought the maximum effective range for an issue M1911A1 pistol was fifty yards - hitting a silhouette target and not paying attention to scoring rings. My personal opinion is any self-respecting pistolero should be able to do that. ("Needing to" is not the question, the ability to do so is the question.)

I once hit an NRA B27 target (four of six shots in the scoring rings) at 100 yards with a four inch Ruger Security Six and full house factory .357 Magnum ammunition. (I haven't tried that lately, I confess.)

I tried shooting a B-27 Target at 100 yards with my S&W Mod. 19 4" using 145gr silvertip 357 Mags. Putting the neck on the sights I got a nice group in the upper chest area.

with my 1911 9mm I could probably do 50 yards with confidence on a 2' square target. with my R92 22 lr, I would say 75, I haven't shot it at 100 yards so I can't say if i'd be any good with it at that time i'm at the range I might hafta give it a try
