Almost every state is having budget "issues" and revenue in any shape or form is welcome. In CT, a memo actually got out that police were having a contest to see which troop could hand out the most tickets. Winner would get free pizza.

Citizens took the hint and began to send in free food in the hope that w pacify the police. Didn't work, they are still out in force.

In AZ I had to attend traffic school and they told us under zero tolerance rules, there is no buffer, no room for error and the tickets will flow. Even a big bust is not fool proof. (close - but who ever said life was fair...)
