So I am a new gun owner and I got a ruger p345 and when the safety is on and I cock it the hammer releases if there was a round in it would it go off??

Read the manual!

I got it used at a gumshoe and it did not come with one

you can probably get an online version of the manual, or contact SturmRuger firearms and they will most likely send you one. It's sort of a liability issue, and also a customer-relations issue. Most makers will do this. I never liked DASA guns but if your Ruger lockwork mechanism is made like the Walther P38, Smiths, etc, yes, that is normal.

Hehe...gumshoe...we know what you mean!

Try googling a manual. Because of the nature of guns, and how dangerous they are when misused, most companies have done an EXCELLENT job of making the manuals available online for free. I believe Ruger may be at the forefront of this.

Must've been looking over my shoulder while I was typing!

I do know that some guns have a combo decocker/safety, that safes the gun and decocks the hammer at the same time, but I personally would never tell anyone that must be the case without being familiar with that particular model. We have many Ruger shooters here. I'm sure they'll be along shortly, just be patient. Sometimes these things take time for the right person to see the right question.

When the safety is applied there is a piece of metal that is supposed to cover the firing pin. I really don't like the way it works and I have seen them not work properly. But the design was made so that the hammer would fall and not discharge a round.

I will add though that there are several makers that have used that safety design in the past and the one I did see fail was not a Ruger.
