PA gun questions

Can you buy ammo through the mail?

CMP has 30 06 ammo but it says attracts magnet. What does this mean and is it legal in PA?

I'm assuming by "attracts magnets" they are referring to bullets with a steel core. It is legal in the US but looked down upon at ranges because of it's increased penetration capabilities through hard surfaces.
