Default My Ruger Mk2 Jams

I've shot around 300+ rounds through it and Im still having a problem.
I dont want to send it in, thats just a hassle but seriously...
Its annoying. -_- Any thoughts?

And yes, its been cleaned multiple times.
I have two magazines, the round that sits on top is free to move.
Is that normal?

It sounds to me like your magazine springs are bad or binding somehow. It's not normal for the top round to be loose like that. The springs are binding somehow. Try stripping the magazines & cleaning them. It don't sound likely that you would have TWO mags bad to start with. In fact I've never seen a bad 1 while it was new.

Bear gives good advice. Depending what ammo you use, it's easy for crud to build up in the mags and bind the followers. A lot of rimfire ammo has a waxy coating and this stuff is like chewing gum after a while...

The top round should NOT be loose. If in doubt try a new mag. before you think about sending out for repair.
