Material elastic enough to show some effects, but rigid enough to maintain evidence.
Homogenous too.
Even if soft, that still is not liquid.

Dunno what all are factors, but any detail, esp any difference- might be. Even the % differences if of the same stuff, could be.

Too many think a "test" is a "replacement".

Ballistic Gel might be close enough to the real thing, but my guess is that maintaining evidence of effects takes it away from the ideal, and then there is repeatability and cost.

It has about the same density, but 'muscle' is much tougher and will react differently. Add to this the fact that the body has MANY different types of tissue which a bullet may encounter in it's 'travels' ! The gel will give you a good 'comparison' of how the bullet will 'react' to contact with a medium 'similar' in density to tissues found in the body.
The ONLY true test to how a bullet will react/preform when it used against a human target is medical records and autopsies. The problem here is there are so many variables to consider when researching this it is very hard to come up with 'solid facts' reference the performances.

Default if shock "doesn't exist", (as many claim)

I find the big difference in bullets interesting in the BrassFetcher videos. Does not look like all hand gun calibers perform equal. You can see which you would rather be hit with if you had a choice. Looks like a lot more shock from some than others. Any caliber will get you by but they sure don't look equal in his slow motion testing. Think offense not defense.
