DefaultFragmenting bullets

Can fragmenting bullets go through stuff like windshields to hit a target without shattering and become nullified first?

It's possable, but it's a crap shoot, more plausable to skip a solid bullet off a hard surface to an intended target, once a bullet hits somthing hard enough to fragment, alot of the volosity has gone out of it, and the bullet has lost so much weight that it is not likly to do much damage, Then again I would not stand next to one!!!
