I assume you mean a standard .45 caliber pistol and not some custom rig.
Having said that, I am sure SOMEONE can do it, a time or two. I highly doubt there is a group of people all working for the government, of all places, that do it regularly.

No. I am pretty sure I can't do it without a TON of practice and a lot of luck.

Define effective.
I can hit a man sized target at 100 yards with my 1911 a couple of times with a mag of 8 shots. I wouldn't take that shot in a gun fight unless I was trying to keep heads down while I found a rifle.
Can the round hit and kill at a hundred yards? Sure it can. Would it be considered an "effective' weapon at that distance? Probably not...
