There is no Federal Requirement to have an FFL for a Private sale...

As far as I know, only 6 states require a 4473/FFL transfer for all firearms transfers, including Private Transactions...
Kalifornikstan, New Jerky, New Yuck, Howareya (overtaxed), Ill&Dead, and iforgetwhichYankeestate...lol
Pennsylvania, evidently NC & CT only requires handguns to be registered...FOID card or some nonsense...bleah
I believe the other 41 states figure that their residents are smart enough not to be nanny-stated

The only time you have to fill out a 4473 in the other 41 states is if you purchase from a Licensed Dealer (Gun Shop/Gun Show/Pawn shop)...
Private transfers are Exempt...

Which means there are a LOT of "Unregistered" firearms out there...estimates range into the billions...

A form 4473 is required only when the ownership of a firearm is transferred by a FFL holder to a non- FFL holder.

You want to sell you neighbor your gun, neither is a FFL holder, no 4473. Want to give one to your son? No 4473. I AM a FFL holder. I buy a gun from a local dealer- I give him my license number. No 4473.

As far as registration, there is no FEDERAL registration of ordinary rifles, shotgun, or handguns. The dealer retains the form 4473 at their premises for 20 years. A FEW states require registration of firearms with a state agency. AZ is NOT one of those states.

typical trace.....IF a gun is in question by police, they call atf who calls the ffl holder who it was sold to and demands info of its further distribution( if no further distribution, then YOU are liable and a suspect of its use, i.e murder, robbery, etc)

i sold an item on ebay......the buyer paid by paypal....three weeks later after several email inquiries, i got a check from paypal which btw also had to clear the bank.

furthermore are ebay's checks excempt from fraudulant copy or any more secure than postal m/o's or cashier's checks?

no not after....in order for the weapon to be "a registered legal sale" with atf. the transaction must be made between you, the seller and the ffl hoder
