That would seem the case,on the surface.
However,idiots don't always necessarily breed more idiots,and geniuses don't always have brilliant progeny.
The only thing that will stop idiocy is if it becomes a recessive gene,but in our species,sadly,it seems to be a dominant trait.
Nutshots or not,sometimes I think Humanity is doomed.

Deader Bears=Better Bears

We could test the nutshot theory on bears; shoot all the bears in their nuts, and see if any more bear cubs turn up. We can plot the data and do graphs and everything. perhaps a tattered bear scrotum for an illustration...

To be fair, other types of bear nuts should also be tested, polar, black, panda, kodiak...
