It sounds like the retail establishments you are guarding are doing illicate drug sales. The bootleggers and speakeasy guards used Tommyguns and sawed off shotguns. I guess nothing has really changed.

I can't believe this hasn't been suggested yet, but nothing is more suited for up close urban crowd control than this ...
of course it would have to be in urban digital camo
