I had one, but just moved to Oregon.
They can be had, but mostly in conservative/rural counties.

From our trips down into the Northern portion of California and seeing the State of Jefferson I suspect it one of the more favorable areas. By the way welcome to Oregon.

I can tell you yes; but not in LA, San Diego, OC, Sacramento, Marin, or any other county with more than 100,000 residents...

I agree they can be had, but it's dependent on where in the state you live. I live in Lake County and I know many that have been granted.

My uncles lives in victorville and is in the process of getting his. It all depends where you live.
