I too am not familar with blue and yellow cards. In Alabama and not a criminal you can buy as many as you can carry home, anytime. I think I heard that if you buy more than 5 in one day you have to fill out some sort of form. I try to limit my guns to no more than one a day. LOL And if you want a CCW permit, go the the sheriff's office and give them $20 and you are good to go.
I guess my reason for the "1 gun" scenario was to draw out the best of the best in handguns.
I live in RI and in order to purchase a small firearm you have to take a test that shows you have some sort of safety reasoning. You pass, you get a blue card from the DEM that says you can purchase a small firearm. You can purchase rifles without a blue card but NOT small firearms. We also have the 7 day "cool down" period that you have to wait for EVERY purchase....sucks.
That being said, in order to "carry" a sidearm, you have to apply for a special permit and have a legitimate reason to NEED to carry. The 2nd amendment is not an acceptable need.
New England gun laws stink.
