I dont know about the city. But i know there are some nice ranges in the surrounding counties.

I drove my brother to Johns Hopkins when he was very ill and I carried, I actually had my Springfield XD9 in my lap when I pulled to the curb to ask a policemen for directions. I was kind of freaked out later, when I found out having my pistol was illegal either the officer didn't see it, which I doubt or he just let me go either way...

Baltimore has some pretty dumpy areas, abandoned homes etc, please be aware of your surroundings. Around the hospital is a very rough area.
