Chicago can and probably will pass laws that fly in the face of the state law. However the state law has preemption and it'll be pretty simple, I think, to get those chicago ordinances struck down.
Chicago actually got the idea from Vernon Hills. Vernon Hills is building a Dave & Busters and the village/city of Vernon Hills said they would not issue a liquor license unless they put up no gun signs. Subsequently the lawyer for Vernon Hills advised that they can't do that and I think it was dropped. But obviously Chicago thinks it's a good idea and didn't get the memo yet that they can't do that.
I bet they pass it, and it ends up in court.
