The correct answer has always been one because the beginning of the riddle states the man is going to St. Ives. We are also meant to believe that the way they met is they were walking in opposite directions. That is the intention.

The man could have been a fast walker and passed this poor idiot (who was actually on his way to St. Ives) with 7 wives, 49 sacks, 342 cats, and 2401 kittens. I know if I was carrying that much baggage, I'd be walking pretty slow.
