That green looks like Pexto green?,Pexto is a sheetmetal equipment manufacturer that painted there equip. green years ago.
Could it be tool for hammer forming sheetmetal?
It looks like I see broken material where a vertical section may have been?

no, thats moulded.
Looks like an pinch dog work clamp , the kind that would slide into an old work table slot..?
My guess is that it's a light-duty clamp on anvil.
